How much feathering does it have?
Feathers, not size, tell you what stage the bird is in.
Feathered, hopping, short stubby tail
A fledgling. Parents are almost certainly nearby.
Naked, pink, or downy with closed eyes
A nestling. It cannot be out of the nest.
A cat or dog had it, or there is visible blood
Time-critical regardless of stage.
